Check Lights, Wipers and Weather Seals
Turn on all exterior lights and check for condensation in the lens housing. If water is inside the headlight, then the seal is cracked. Feel the door rubbers and/or boot seals, and drain water from the door sills. Cabin leaks in older vehicles are most likely to occur at weather strips (the rubber around the doors).

If the padding is damp, there's no vacuum that can help, ventilation and time are required. Open windows slightly, in a safe place, or turn on the AC to fresh air for 10 minutes. Clean and coat the dashboard, door cards and seats with a protectant to remove moisture and avoid the smell of the monsoon from being trapped.
Minutes 25 to 30: A Fast Look Under the Hood
Remove the Oil Dipstick. Milky or cloudy oil indicates that water has infiltrated and it is a workshop task, not a DIY task. Examine air filter for moisture. Remove leaves, plastic and mud from radiator and cooling fans to allow air to circulate freely. Turn on the engine and listen for any belts that squeal or any knock.
When to Stop and Call a Mechanic Instead
Do not try to restart the engine if it stalls while driving through deep standing water. If the water gets into the intake, it can cause the engine to "hydrolock" and bend internal parts. Tow it. This goes for the cabin carpet also if the water has gotten in the cabin, the electrical system requires expert examination.
